On October 13, 2007 Ambassador and Mrs. Phillips were at the Tallinn airport to welcome home Estonia's 8-person Special Olympics Team, which returned from the Special Olympics in Shanghai, China with 13 medals. Ambassador Phillips, who was the chairman of the 1999 Special Olympics in his home state of North Carolina, met with the athletes before the games and traveled to China to watch them compete.
